In his State of the State address, Gov. Mitch Daniels outlined his agenda for the 2009 legislative session. He said that "the largest and most momentous of our opportunities" is local government reform based on the Kernan-Shepard report.

Proposals Will Make Indiana Government More Efficient and Save Taxpayer Money for ALL Hoosiers
Indiana has a chance to modernize its local government structure, resulting in more efficient use of resources and a higher level of services for all Hoosiers by enacting the common-sense recommendations of the Kernan-Shepard Commission.
Currently, Indiana has a system with more than 3,200 local units of government and over 10,000 elected officials. That's more than states two or three times our size.
During the week of February 2-6, One Southern Indiana conducted an online poll of our membership concerning the Employee Free Choice Act. With 237 businesses responding, 92% opposed the legislation. It is instructive to see the powerful responses to the question, "If enacted, what would be the results to your company?"
